Cyberwars: Latest Snowden Leaks

FRANCE-US-EU-SURVEILLANCE-SNOWDENThe case against the NSA’s program of cyberwarfare and espionage has become somewhat like an onion. With every new revelation, the matter becomes more stinking and fetid. Certainly, the first release of classified NSA documents – which dealt with the US’s ongoing cyberwarfare against China and other nations – was damaging to the agency’s image. But it has been the subsequent publication of documents that deal with domestic surveillance that have been the most damning.

According to Snowden, he was motivated to leak this information because of the troubling case of hypocrisy inherent in the NSA programs. And in the lastest leak, Snowden has now confirmed that at least five Muslim-Americans – including prominent lawyers, a civil rights leader and academics – were the subject of years’ worth of surveillance by both the FBI and the National Security Agency.

under_surveillance_full_v2Among the targets were Nihad Awad, the executive director of the Council on American-Islamic Relations – the top Muslim-American civil rights organization in the United States – and Faisal Galil, a longtime Republican operative and former Bush Administration official who worked for the Department of Homeland Security and held a top-secret security clearance during the time he was under surveillance.

Also among the American targets was Asim Ghafoor, an attorney for the al-Haramain Islamic Foundation who who has represented clients in terrorism-related cases . He is also the man who famously discovered in 2004 that he and his clients were under surveillance after the Treasury Department mistakenly released to him a document listing calls he’d made to his clients.

wire_tappingOther targets include Hooshang Amirahmadi, an Iranian-American professor of international relations at Rutgers University and Agha Saeed, a former political science professor at California State University who champions Muslim civil liberties and Palestinian rights. All of the targets appear to have been singled out because of their Muslim backgrounds and their activities either defending Muslim clients or on behalf of various causes.

The individuals appear on an NSA spreadsheet in the Snowden archives called “FISA recap”—short for the Foreign Intelligence Surveillance Act. Under that law, the Justice Department must convince a judge with the top-secret Foreign Intelligence Surveillance Court that there is probable cause to suspect of an American of being engaged in or abetting terrorism, espionage, or sabotage against the US.

FILE PHOTO  NSA Compiles Massive Database Of Private Phone CallsThe authorizations must be regularly renewed by the court for the surveillance to remain in effect, usually every 90 days for U.S. citizens. In none of these cases were the individuals singled out for surveillance because they were suspected of committing or planning a crime. And six years after the period the document covers, none of them has been charged with any crime related to the surveillance.

Greenwald says the revelations offer a more detailed look at who the government is targeting. Although there are some Americans on the list who have been accused of terrorism, the five highlighted in The Intercept piece have all led what appear to be law-abiding lives. As Greenwald explained:

This is the first time that there’s a human face on who the targets are of their most intrusive type of surveillance. [H]ere you really get to see who these people are who are the people worthy of their most invasive scrutiny. I think it’s important for people to judge—are these really terrorists or are these people who seem to be targeted for their political dissidence and their political activism?

 

faisal_gillAll of these five individuals identified in the article has gone on record to vehemently deny any involvement in terrorism or espionage. Outside of their ancestry, there appears to be no justification whatsoever for the surveillance. Faisal Gill, whose AOL and Yahoo! email accounts were monitored while he was a Republican candidate for the Virginia House of Delegates, had this to say when interview by The Intercept:

I just don’t know why. I’ve done everything in my life to be patriotic. I served in the Navy, served in the government, was active in my community—I’ve done everything that a good citizen, in my opinion, should do.

Ghafoor was also of the opinion that profiling had everything to do with him being targeted for electronic surveillance. When told that no non-Muslim attorneys who defended terror suspects had been identified on the list, he replied:

I believe that they tapped me because my name is Asim Abdur Rahman Ghafoor, my parents are from India. I travelled to Saudi Arabia as a young man, and I do the pilgrimage. Yes, absolutely I believe that had something to do with it.

One such group is the Muslim Advocates, which released the following statement shortly after the story was published:

This report confirms the worst fears of American Muslims: the federal government has targeted Americans, even those who have served their country in the military and government, simply because of their faith or religious heritage. Muslim Advocates calls on the President and Congress to take steps immediately to reform the NSA surveillance program to uphold basic privacy rights and civil liberties that the Constitution guarantees to every American, regardless of faith.

The new revelations confirm for the first time that the government targeted U.S. attorneys, sometimes without warrants. Crucially, the revelations also give targets of the domestic surveillance legal standing to sue. Snowden indicated to Greenwald last year that he included the target list in the cache of leaked documents because he wanted people who had been under such surveillance to have evidence to challenge the spying in court.

But since the defendants did not have proof that they in particular had been targeted, the courts were forced to rule that they did not have standing. The spreadsheet, however, provides evidence of targeted surveillance for those who have now been identified.

In short, this latest revelation has provided Americans, and not just those of Muslim descent, with the means to hold the NSA and the FBI accountable for the first time. Since the historic episode known as the “war on terror” began, revelations have led to challenges and promises for reform. But in all cases, the crucial issue of whether or not these programs would be allowed to continue has been carefully sidestepped.

cyber_security2Whether it was the failure of FISA reform to reign in domestic wiretapping and data mining, or the Obama administrations endorsement of “transparent” surveillance, it seems obvious clear that an administrative solution was not in the works. But opening the way for successive lawsuits for wrongful surveillance might just prove to be more effective.

What is certain, though, is that the battle between civil liberties and surveillance in the “Digital Age” is nowhere close to being resolved. As the daily volume of data sent around the world continues to grow – from terabytes to petabytes to exabytes – there will continually be a need for monitors to watch for sinister things. And as long as they are willing to push the boundaries in the name of security, there will continue to be challenges.

News From Space: NASA Severs Ties to Russia

ISS_crewYesterday, NASA officially announced that it intends to cease most work with the Russian Federal Space Agency amid growing tensions concerning the Ukrainian crisis. The statement came from Bob Jacobs, NASA’s deputy associate administrator of communications, who formalized the space agency’s position with a message sent to Universe Today, a copy of which was then posted on it’s Google+ message board on Wednesday, April 2nd.

In the statement, they indicate that while the International Space Station will still see work to “maintain safe and continuous operation”, most work with Roscosmos (Russia’s federal space agency) will cease. In addition, they were sure to include a reminder to Congress, saying that they now face a choice between fully funding human U.S. launches again in 2017, or facing years more of sending money to the Russians for Soyuz launches from Kazakhstan.

Given Russia’s ongoing violation of Ukraine’s sovereignty and territorial integrity, NASA is suspending the majority of its ongoing engagements with the Russian Federation.  NASA and Roscosmos will, however, continue to work together to maintain safe and continuous operation of the International Space Station.

NASA is laser focused on a plan to return human spaceflight launches to American soil, and end our reliance on Russia to get into space.  This has been a top priority of the Obama Administration’s for the past five years, and had our plan been fully funded, we would have returned American human spaceflight launches – and the jobs they support – back to the United States next year.  

With the reduced level of funding approved by Congress, we’re now looking at launching from U.S. soil in 2017.  The choice here is between fully funding the plan to bring space launches back to America or continuing to send millions of dollars to the Russians.  It’s that simple.  The Obama Administration chooses to invest in America – and we are hopeful that Congress will do the same.

So far, it’s not exactly clear what activities would constitute “safe and continuous operation” of the station. So, for example, whether or not NASA will continue to send photographers to cover launches and landing in Russia, or to what extent NASA TV broadcasts of Russian spacewalks would be affected, remains to be seen. And in the meantime, missions already scheduled for launch – such as Expedition 40, which will launch aboard a Soyuz spacecraft in May – are still expected to go ahead.

ISS_exp40Since the Space Shuttle Program was retired in 2011, NASA and other space agencies such as the European Space Agency have relied on Russian Soyuz spacecraft to bring astronauts to the International Space Station. Crews are generally made up of large proportions of Russian cosmonauts and American astronauts, as well as a few astronauts from other agencies. The current Expedition 39 crew has has three Russians, two Americans and a Japanese commander, Koichi Wakata.

The relationship between NASA and Russia stretches back to the 1970s when Russia was still the Soviet Union, with their first joint mission (the Apollo-Soyuz Test Project) taking place in 1975. The relationship expanded when several NASA shuttles visited the Russian space station Mir in the 1990s, laying the groundwork for the International Space Station agreement today. And 2011, that relationship expanded considerably, with Russian rockets not only transporting ISS crews, but also US and European satellites into orbit.

Earth_&_Mir_(STS-71)NASA is working on a commercial crew program that right now is slated to bring U.S. astronauts back into space from American soil by 2017. There are several proposals being considered: a human-rated version of SpaceX’s Dragon, Blue Origin’s New Shepard, Sierra Nevada’s Dream Chaser and the Boeing CST-100. However, these depend upon continued funding and it is currently unclear how much money the CCP program will receive in the upcoming fiscal 2015 budget request before Congress.

Historically, NASA has repeatedly received less funding than what it has requested, which has resulted in missions being delayed – sometimes by years. But the new tensions with Russia may alter that situation somewhat, and judging from their statement, NASA is counting on this very thing. In the meantime, International Space Station operations were extended to at least 2024, and NASA officials have pointed out that it and similar agreements have weathered other world crises.

News From Space: Canada’s Plans for 2014

canadarm2_chrishadfieldEarlier this month, Industry Minister James Moore announced that Canada’s new space plan will be made public in early in the new year. The announcement came on Monday Dec. 2nd at an aerospace forum in Montreal which also brought together leaders of Canada’s space industry. Emphasizing the achievements of Canada’s space industry, he also went on to claim that next year’s goals would reach beyond these traditional areas:

Our companies are leaders in optics, in robotics, radar imagery and satellite communications, but we will not stop at this success… The industry has spoken up, has worked collaboratively, has given the government advice on how to proceed (and) we’ve taken the advice and we’re putting it into action.

A background paper provided by Moore outlined the government’s strategic goals for its space activities, which include jobs and growth, sovereignty, security and the advancement of knowledge. Moore also told the space industry executives assembled that the government will examine all opportunities to work with the private sector and Canada’s international partners to encourage innovation in the country’s space activities.

Canadarm2_Steve_RobinsonFollowing up on the Emerson report’s recommendations, Moore announced various actions, including the establishment of a space advisory board composed of industry leaders and chaired by Walt Natynczyk, head of the Canadian Space Agency.

This framework will provide the foundation for the next phase of our government’s space program. It will be based on the principles of partnership with other countries and the private sector, catering to our strengths and inspiring Canadians.

The industry minister also said the government will double current support for its space technologies development program to $20 million annually by 2015-2016:

This will bring the kind of predictability and stability of funding that you asked for. And (it) will help develop more groundbreaking space technologies that Canadian space companies are so recognized for.

After Hadfield’s high-profile tour as the mission commander aboard the ISS, it is safe to say that interest in this field is growing. And with our nation’s ongoing commitment to providing new robotic arms (aka. Canadarm’s) for the ISS, parts and technical workers and astronauts for manned missions, any increase in public interest is likely to have positive results.

What’s more, with the Obama government dedicated to pursuing some extremely ambitious objectives – towing an asteroid to Near-Earth Orbit, a manned mission to Mars, establishing an outpost on the Moon – it would seem obvious that one of their greatest colleagues in space exploration and research would want to get on board.

Drone Wars: New Leaks Reveal Human Cost of Drone Strikes

drone-strikeIt would be an understatement to say that drones and UAVs are hot button issue right now. As an ongoing part of the “war on terror”, the use of remotely piloted vehicles to target terrorism suspects remain a popular one within the US, with 56% of respondents indicating that they supported it (as of Feb. 2013). However, when the matter of civilian casualties and collateral damage is introduced, the issue becomes a much stickier one.

What’s more, it is becoming increasingly evident that how the drone program is being presented is subject to spin and skewing. Much like the NSA’s domestic surveillance programs, it is in the Obama administration’s and the Pentagon’s best interest to present the issue in terms of “hunting terrorists” while categorically avoiding any mention of the real costs involved. And thanks to recent revelations, these efforts may prove to be more difficult in the future.

drone_mapIt was just over weeks ago, on July 22nd, that London’s Bureau of Investigative Journalism released a leaked Pakistani report that detailed numerous civilian casualties by drone strikes in the country’s Federally Administered Tribal Areas (FATA). For years now, obtaining information about civilian casualties caused by US and NATO strikes in this region has been incredibly difficult – information which these documents have now provided.

The 12-page dossier was compiled for the the authorities in the tribal areas, the Bureau notes, and investigates 75 CIA drone strikes and five attacks by NATO in the region conducted between 2006 and 2009. According to the document, 746 people were killed in the strategic attacks. At least 147 of the victims were civilians, and 94 were children.

on April 3, 2009 in Now Zad in Helmand province, Afghanistan.This directly contradicts inquired made by the United Nations, which began investigating the legality of the drone program and strikes last year. According to the U.N.’s special rapporteur on counterterrorism and human rights (Ben Emmerson) Pakistan then claimed at least 400 civilians had been killed in U.S. strikes in the country since 2006. Quite the discrepancy.

And while a majority of other tallies relied on media reports of drone strikes, the FATA list was compiled by government officials who were sent out to investigate damage firsthand in the wake of attacks. According to the Bureau, on several occasions officials registered different casualty rates than the media outlets reported.

Drone-strike-damageThe Bureau went on record to say that there were gaps in the information provided, like why none of the names of the casualties were provided, or why civilian casualties were not provided for 2009, the last year covered in the report. It is possible that logistical factors played a role, such as the lack of accurate census data in the FATA region, and that casualty figures for the year 2009 were difficult to obtain due to the acceleration of drone strikes during that year.

It is this last aspect which is likely to give many pause, since it was the decision of the outgoing Bush administration to intensify drone strikes during the last few months of his presidency, a decision which the Obama administration adopted and maintained. And the list provided only shows a gap between the official numbers and those obtained on the ground during the years of 2006 and 2009, when the strikes began.

drone_loadoutWhat are we to make then of the years running from 2009 to 2013, where drone strikes in the western region of Pakistan became a much more common occurrence and the body count – civilian or otherwise – can only be expected to have escalated? This could another reason that figures were omitted from 2009, which is that the Pakistani government was concerned that they might spark outrage if they were to ever be made public.

However, that is all speculation at this point, and more time and investigation are certainly needed to determine what the cost in human terms has been. One thing is for sure though, the use of drones in Pakistan, Yemen and Somalia are likely to become increasingly controversial as more information emerges and an accurate picture of the death toll is presented.

drone_map1For years now, the US government has denied that large civilian casualty counts exist, but it continues to withhold the numbers. But some claim those numbers will not shed any real light even if they are released, since it is still not clear how the US forces distinguish between civilians and “militants” or “combatants”.

In a major speech on national security in May 2013, Obama strongly defended the drone program but said the administration would codify the process it goes through before ordering attacks and would work with Congress to create more oversight. However, no promises were made about the number of deaths leading up to this declaration, whether or not those facts and figured would be made public, and strikes continue to take place which violate this new mandate.

And without much effort, one can easily draw parallels between this latest phase in the “war on terror” to the vagaries of Iraq, Abu Ghraib and Guantanamo Bay, where information was withheld, numbers debated and legalities issued in order to justify highly questionable acts.

And for those old enough to remember, the specter of Vietnam is also apparent here. Then, as now, the public is forced to rely on leaked information and confidential informants simply because the official stories being issued by their government are full of discrepancies, denials, and apparent fabrications. One would think we had learned something in the last five decades, but apparently not!

News from Space: The Orion MPCV gets a Manned Mission

Orion_arraysIt’s known as the Orion Multi-Purpose Crew Vehicle (MPCV), and it represents NASA’s plans for a next-generation exploration craft. This plan calls for the Orion to be launched aboard the next-generation Space Launch System, a larger, souped-up version of the Saturn V’s that took the Apollo teams into space and men like Neil Armstrong to the Moon.

The first flight, called Exploration Mission 1 (EM-1), will be targeted to send an unpiloted Orion spacecraft to a point more than 70,000 km (40,000 miles) beyond the Moon. This mission will serve as a forerunner to NASA’s new Asteroid Redirect Initiative – a mission to capture an asteroid and tow it closer to Earth – which was recently approved by the Obama Administration.

orion_arrays1But in a recent decision to upgrade the future prospects of the Orion, the EM-1 flight will now serve as an elaborate harbinger to NASA’s likewise enhanced EM-2 mission. This flight would involve sending a crew of astronauts for up close investigation of the small Near Earth Asteroid that would be relocated to the Moon’s vicinity. Until recently, NASA’s plan had been to launch the first crewed Orion atop the 2nd SLS rocket to a high orbit around the moon on the EM-2 mission.

However, the enhanced EM-1 flight would involve launching an unmanned Orion, fully integrated with the SLS, to an orbit near the moon where an asteroid could be moved to as early as 2021. This upgrade would also allow for an exceptionally more vigorous test of all the flight systems for both the Orion and SLS before risking a flight with humans aboard.

orion_arrays2It would also be much more technically challenging, as a slew of additional thruster firings would be conducted to test the engines ability to change orbital parameters, and the Orion would also be outfitted with sensors to collect a wide variety of measurements to evaluate its operation in the harsh space environment. And lastly, the mission’s duration would also be extended from the original 10 to a full 25 days.

Brandi Dean, NASA Johnson Space Center spokeswoman, explained the mission package in a recent interview with Universe Today:

The EM-1 mission with include approximately nine days outbound, three to six days in deep retrograde orbit and nine days back. EM-1 will have a compliment of both operational flight instrumentation and development flight instrumentation. This instrumentation suite gives us the ability to measure many attributes of system functionality and performance, including thermal, stress, displacement, acceleration, pressure and radiation.

The EM-1 flight has many years of planning and development ahead and further revisions prior to the 2017 liftoff are likely. “Final flight test objectives and the exact set of instrumentation required to meet those objectives is currently under development,” explained Dean.

orion_spacecenterThe SLS launcher will be the most powerful and capable rocket ever built by humans – exceeding the liftoff thrust of even the Saturn V, the very rocket that sent the Apollo astronauts into space and put Neil Armstrong, Buzz Aldrin and Michael Collins on the Moon. Since NASA is in a hurry to reprise its role as a leader in space, both the Orion and the SLS are under active and accelerating development by NASA and its industrial partners.

As already stated by NASA spokespeople, the 1st Orion capsule is slated to blast off on the unpiloted EFT-1 test flight in September 2014 atop a Delta IV Heavy rocket. This mission will be what is known as a “two orbit” test flight that will take the unmanned Multi-Purpose Crew Vehicle to an altitude of 5800 km (3,600 miles) above the Earth’s surface.

After the 2021 missions to the Moon, NASA will be looking farther abroad, seeking to mount manned missions to Mars, and maybe beyond…

NASA’s Eyes the Bennu Asteroid

Osiris_spacecraftNot long ago, NASA announced its plan to to visit an asteroid in our Solar System and towing it closer to Earth. And with their funding secure, NASA announced earlier this month that they had taken some key steps towards making this happen.  The first came on Wednesday, May 15th, when the spacecraft that will be performing the mission – the Origins-Spectral Interpretation Resource Identification Security Regolith Explorer, or Osiris-Rex – got the green light for development.

The second came shortly thereafter, when NASA announced where the robot craft would be headed – the asteroid now known as Bennu. Originally known as 1999 RQ36, the rock was renamed as part of a contest involving suggestions from thousands of schoolchildren. It was a nine-year-old named Michael Puzio who suggested the name, claiming that the the Touch-and-Go Sample Mechanism (Tagsam) arm and solar panels on Osiris-Rex resembled the neck and wings of Bennu, better known as the Phoenix.

Asteroid-ToutatisNASA claims that Bennu could hold clues to the origin of the solar system, hence why samples will be brought back to determine their composition. The new spacecraft will rendezvous with Bennu in 2018 and begin collecting measurements and samples of surface material, and then return to Earth by 2023. Ultimately, the mission is part of NASA’s larger aim at capturing an asteroid and towing it back it to Earth so that the entire body can be studied.

Of course, there are larger plans at work here too. NASA’s truly long-term aims also involve improving asteroid defense, which includes capturing asteroids that are on a potential collision course with Earth and towing them off course. And then there’s the plan to put astronauts on an asteroid by the 2020’s, establishing a Moon outpost in the same decade, and on Mars by 2030. In the end, all roads converge on putting boots on soil that is not of Earth!

Drone Wars: New Promises, Same Problems

Brian Ferguson)(Released)The practice of using UAV’s as part of a targeted strategy in Pakistan, Afghanistan, Somalia and Yemen has become so frequent that its come to characterize the Obama administration’s handling of the “War on Terror”. Reaction to this policy has been increasingly critical, due in no small part to unanswered questions surrounding civilian death tolls and the rapid escalation of deployment. In response, the Obama administration announced this past week that the surge is at an end.

In a speech made to the National Defense University in Washington on Thursday, Obama emphasized that from now on, the use of UAV’s would be in the hand of the military instead of clandestine intelligence organizations such as the CIA. He also indicated that the rules for launching the strikes would be stricter. For instance, there must be a “near certainty” that no civilians will be killed, and the strikes are to become less frequent.

predator_profileWhile Obama would not declare an end to the war on terrorism, he did offer to work with Congress to constrain some of his own authorities for waging it, which may include the creation of a court modeled on the secretive one used by the NSA to oversea the surveillance of suspected foreign agents. He also expressed a preference to constrain “and ultimately repeal” the broad latitude of warmaking powers granted in the Authorization to Use Military Force (AUMF), an act that was created in 2001 by the Bush administration which is considered the wellspring of the “War on Terror”.

And above all, issues of legality are to take a backseat to the moral and ethical implications raised by ongoing use. Or as he put it: “To say a military tactic is legal, or even effective is not to say it is wise or moral in every instance.”

Naturally, a great many questions remain. In addition to how drones will be used in the years to come to combat terrorism and militants, there’s also questions surrounding their use thus far. Despite pledges made by Obama that changes will be made, the history of the program is still shrouded in mystery. Fittingly, Bloomberg Businessweek created a map to serve as a reminder of the scope of that program, calling it the first ever “comprehensive compilation of all known lethal U.S. drone attacks.”

It should be noted though that the numbers represent an estimate which were compiled with the help of the nonprofit Bureau of Investigative Journalism. Sources in Washington apparently offer a wide range of numbers, and the State Department remains hush hush on the issue of casualties. However, the estimates presented in this infographic still present a stark and sobering picture:

  • Yemen: at least 552 killed between 2002 and 2013. The site of the first ever drone strike in 2002.
  • Pakistan: at least 2,561 killed between 2004 and 2013.
  • Somalia: at least 23 killed between 2011 and 2012.

drone_map1Naturally, it is hoped that Obama’s promise to curb the use of drones represents a renewed commitment to comply with international law, treaties and human rights. However, what was apparently missing from the speech was an indication about how easy it will be to get information about strikes that are made in the future. According to the New York Times’ Mark Mazzetti, who provided live analysis of the speech, Obama’s speech didn’t address the issue:

One of the big outstanding questions is just how transparent the Obama administration will be about drone strikes in the future. Will administration officials begin to publicly confirm strikes after they happen?

There was no mention of this in the speech, and it is telling that the president did not mention the C.I.A. at all. It seems quite certain that past operations in Pakistan, Yemen and elsewhere are not going to be declassified anytime soon.

Also, moving operations from the C.I.A. to the Pentagon does not automatically mean that the strikes will be publicly discussed. The Pentagon is carrying out a secret drone program in Yemen right now, and it is very difficult to get information about those operations.

So… promises to curb the use of drones have been made, as well as promises to create some kind of oversight for future operations. And this does seem consistent with many of the criticisms made about the ongoing war on terrorism, specifically the Bush administrations handling of it and how his reliance on special executive powers were unlawful and unconstitutional.

But until such time as information on how these strikes occur and who is being killed, the issue will remain a contentious and divisive one. So long as governments can wage war with automated or remote machinery and kill people without transparency and in secrecy, will this not constitute a form of illegal – or at the very least, a very opaque – warfare?

Preventing the Apocalypse: NASA’s Asteroid Lasso Mission

Shortly after that large meteor hit Russia, President Obama and NASA administrator Charles Bolden both announced that work would begin on a series of asteroid tracking technologies that would ensure that more severe Earth collisions would be prevented. Earlier this month, Bolden spoke at the Mars Summit in Washington, D.C. and said that a robotic spacecraft mission is currently being planned with this goal in mind.

The plan calls to mind such films as Armageddon and Deep Impact, but differs in that it involves lassoing an asteroid instead of detonating a small nuke inside it. The ultimate goal here is to tow an asteroid out of the path of Earth, but then to deposit it in orbit so that it can be visited by astronauts. These astronauts will then collect samples and conduct research that could one day assist in a mission to Mars or save Earth from a catastrophic collision.

This is in keeping with the Obama administrations’ pledge of putting a man on a near-Earth asteroid by 2025 and a manned mission to Mars by 2030. It’s also in the same vein as NASA’s plan to catch and deposit an asteroid around the Moon, an idea that was proposed back in January of this year as part of the agencies plan to establish an outpost at Lagrange Point 2 early in the next decade.

And even though NASA has expressed that the massive 22 million ton asteroid Apophis will not impact planet Earth in 2036, it didn’t rule out that other, smaller rocks could possibly reach us in that time. Capturing them and towing them to where they could be safely deposited in orbit would present many opportunities, not the least of which could be commercial.

For example, asteroid prospecting is slated to begin in 2015, with companies like SpaceX and Deep Space Industries leading the charge. Once property rights are assigned to various celestial bodies, these and other companies hope to send missions out to mine them and establish automated 3D manufacturing facilities, places that use “sintering” to process ore into metal and other materials that can then be shipped back.

NASA’s science mission directorate associate administrator John Grunsfeld also spoke about the importance of the lasso mission at the Human to Mars Summit on Monday. Above all else, he emphasized the importance of using the knowledge and skills gained from the research to achieve the long-term goal of survival:

We have a pretty good theory that single-planet species don’t survive. We don’t want to test it, but we have some evidence of that happening 65 million years ago [when an asteroid killed much of Earth’s life]. That will happen again someday … we want to have the capability [to leave the planet] in case of the threat of large scale destruction on Earth.

Yeah, its a rocky universe. And if we intend to survive in it, we had best learn how to deflect, capture and destroy any that come our way and get too close. And of course, we need to learn how to harness their endless supply of minerals and trace elements.
